I hear them mowing all the time; they are called sheep.
They were the neighbours from hell, we have had two others since and have all got along. That is in over 30 years.
The bloke across the road from me plays the drums...

I think, if you don't have or not had kids, it might not seem an issue, and depending on how one was approached one might become defensive at the claim there was anything wrong with it. Early evening ain't it ? It's still light.

However I can see if the kids are trying to get to sleep it could be disturbing; not everyone can afford to shut the windows/sound out and run the air conditioning. Maybe a polite approach suggesting they may not have realised the problem and could they, perhaps, mow around 6pm to 7pm latest next time ?
Best/worst neighbour I had engraved Gravestones on his balcony directly above mine with them leaning against the railings.

Depends where you live.
If it is a Coronation St environment, houses back to back, terraced, kids outside shouting and screaming, kicking a football against the walls, washing hanging on the lines........then it would seem normal.

if on the other hand, the area has mostly detached residences with at least 4*4 's, Mercs or BMW in the drive, kids indoors doing their homework and someone decides to mow the lawn.....yes, that is unreasonable and yes i would complain.

Difference is between "nice people" and "common folk".....you understand.

Yes, it is an unreasonable time to mow the lawn.
It probably is a bit late for mowing the lawn but its not every night is it? Cut him some slack for goodness sake. Neighbors are supposed to get along -give and take? Complain and you will end up being tagged the 'neighbour from Hell' not him.
Most people around here wouldn't think of mowing their lawn at that time. But I know some folk have busy lives and it would not bother me too much.
