Mark Evans if of no signifigance to the HP books. JKR said that Mark Evans was not anything important in the books. He's not related to Harry Potter.

J.K Rowling has specifically stated that Mark Evans was just created as a backup character to fill in a sentence. He has nothing to do with Harry and probably won't be mentioned in the last two books!
