Well most wheelchairs measure 24 to 27 inches wide from wheel to wheel, so anything beyond that is a bonus I guess :-)
What sort of property?
Probably the width of a wheelchair. Of course to turn around would mean the path would have to be wider at a certain point.
Minimum is 4 foot wide for a path.....1.2m in French ;)
The local council aids and alterations technicians department have this information and will share it with you if you ask. Try going through Occupational Therapy. Can I ask which is your local council and I may be able to find it for you.

but that may be public buildings legislation not a domestic property
A metre will be plenty.
The pitch is a very important factor.......

But unless we know what sort of property, it is not possible to give definitive advice.

The property is an elevated bungalow with high steps at the front so the best
access is the back gate which is also at the front ..so hence the path has to be wider then sloped to be safe ....OT are not very good here as they are under staffed .....but I will call the council tomorrow , but I think a metre would be about right . Thanks for replys .
I would imagine you would need room to turn as is the case in toilets for the disabled.
Have a look at these for guidance.

Don't forget a shallow pitch will, naturally, extend the length of the ramp and you will need sufficient space.

The builder has said that there has to be a turn round space so I wanted to make sure he was on the ball but will still call the council ....
pitch should be around 1 foot of length for 1 inch of drop or rise. You manage the issue of needing a long ramp by zig zagging the path with level "landings" at each turn. make sure that the surface is roughened or ridged as losing control of the chair in slippery conditions is no fun.
