For the year 2003/4 I only worked a few months and earned a total of about 5000, I was taxed on this and paid NI contributions. I have not yet worked for this financial year. So..

is it correct that I can claim tax back because I didnt work/earn enough for that year.

If so, how do I go about claiming the tax back?

You should get a cheque through the post automatically if you have paid too much tax. I got sent a cheque three years running which was nice! There is lots of information on the inland revenue site.
If you want to hurry things along, you can write to the Inland Revenue, their target is to deal with all letters within 40 days, so sending one will bump you up the queue a bit.
I think you should write to your tax office which should be shown on your payslip or P60.  I once tried to chase the IR for a refund but the man I talked to was, frankly, talking down at me like I was some kind of chancer.  The refund, however, materialised by cheque a couple of years later, seemingly by its own volition.

Thanks everyone for your help. I have little hope in IR sending me my cheque when I need it- which is now! So I will be taking your advice and writing to them asap.
