The change in weaponry, IMO, is mostly likely to have been kicked off by gangs of foreign extraction who brought their culture with them when they arrived; a culture where it was normal to have & use guns. And that would have been the catalyst as the native criminals will have decided that, if their rivals had them, then so must they. Nations with gun friendly customs and easy access to such weaponry, have a lot to answer for.
