when i was born in 2005 i had a ingunial hernia and now im really paranoid i wont be able to have kids because of it. what arr the chances i have it ? would they have taken it into consideration during my surgery ?

Easily answered, buy a cheap microscope and examine a sperm sample.
You are correct, obstructive azospermia is a rare but in my opinion under stated complication of inguinal hernia repair.
It can happen but it can be surgically corrected.

See your GP to arrange a sperm count or follow the advice of barry above.
this is really really rare
the details of your inguinal hernia repair ( you are only 17 for chrissakes, it is early to worry about fertility ) - is that the bulgy sac ONLY is excised and there is no repair or tightening ( to give the obstruction ) at all.

that is - - the operative details are different to adult repair
