On the second what?
Ah, you mean two sets of number plates? Not British plates as far as I know, not diplomatic plates either. Bolivia uses that format but always have the word 'Bolivia' across the top so there is no doubt.
They are probably old format plates from Northern Ireland. They've changed the format in recent years. See here.

They might be old London registrations.
A bit of research shows ML and XL were used for London up to 1963, up to which time also the format L NNN was used in places.
Are they old vehicles?

Perhaps Sandy is mistaken and the 3 letters are before the 4 digits, making it Northern Ireland.
Those aren't N Ireland registrations
NI plates with 3 letters and 4 numbers usually include the letters "I" or "Z".
They are London registrations as previously stated if there are UK
I don't recall English registration numbers ever having 3 letters and 4 numbers. Two letters and four numbers, but once they ran out it became 3+3.
From 1932, with LL NNNN in operation, an extra letter was added to the two, but numbers ran only to 999.
When this started to run out, the system was reversed, and wikipedia suggests that NNNN LLL would be a possible format. Especially, perhaps, in London.
