The trouble with that approach is: if you lie to your own citizens about something like that then you are only hurting yourself.

Because they want the economy to get back to normal, so it's in their interests to indicate that the pandemic is under control, at least in their country. They've been a bit over-optimistic with the falsifications though, and it doesn't look particularly believable.
