The expression appears to be Australian in origin, although the exact starting point seems lost in history. The term 'girl's bouse' was probably a standard phrase for a man who was useless or inept, with the 'big' added for additional emphasis. It has also found its way into a Liverpudlian slang dictionary - an area of the world where they are not slow in adapting colourful epithets from elsewhere and adding them into their own colourful lexicography.
Not an answer, but usually refers to a man who acts like a woman is stated to act, such as bitchiness. I take offence to the answer from Andy - I'm a Liverpudlian
