I think that observation is offered with the benefit of hindsight.

um no I dont think they did (lets hear it for MI5 and if necessary the Duke of Edinburgh). They had perhaps 999 severe suspects - and winnowed it down to 250 or whatever and missed the one who scored.....

so there was no waste.
