Was in a well known department store today and had to pay to used toilets . do all stores charge now .

which store ?
Some big stores have been allowing only account-customers to use the loos free for some time. Like decades.
Harrods have posh loos for account holders and ordinary loos for lowlier mortals. I think I paid a quid last time I was there but it was years ago
I was in Debenhams last summer to use the free loos. Don't know if they charge now.

I've not encountered big stores (in the UK) charging for their loos before but, if they're going to do so, 10p seems really cheap to me.

It's 30p or 40p to use a loo at many of London's mainline rail terminals or 50p in some of the public toilets in Westminster. (I don't know whether they still charge on Scarborough seafront but it used to be 20p over thirty years ago!)

Some pubs now permit non-customers to use their loos but only on payment of £1. A decade or so ago there was a filling station on the A12 which also charged a quid to use their loo - even if you'd just filled the tank of your vehicle with fuel from their pumps and bought loads of stuff in their shop!
All the ones I know are free. Scarborough M&S has a 'Spend a Penny' bucket at the entrance, proceeds to charity - quite a good idea I think.
^^^ If you don't have any change can you use the bucket - discreetly of course.

Do they also have an 'assistant' inside the loos ,who releives you of a pound, for pressing the buttons on the soap dispenser and on the dryer ,for you ?
