Do hope it is, used it a couple of times today regarding numpties with their cars at bus stops :-)

I seem to remember reading-somewhere-that its original meaning had something to do with agriculture
Partridge (author of a book on slang) thought it might come from pugnare, Latin for fight. It's possible; there seems to be an element of aggression in many of the ways it's used.
