Who Should I Complain Too?

At the post office today an elderly man was stood waiting for a window and he had not seen the q here sign ,as had the lady stood behind him.
The manager of the post office had a comical interlude in his own language with his other two staff,then he went over to the elderly man and said"can you not read?"
he said he could and that he couldnt see the sign
the postmaster grabbed his arm and led him around the other side of a display and said the sign is here
the lady behind him and the next customer told him that he should not be manhandling the man.
all the time the staff were looking on and laughing
i am appalled at this behaviour and want to complain
Who should i approach?

Some years ago I was waiting in a queue (q) and an elderly gentleman was behind me - gasping for breath, doubled up in pain etc.
I walked up to beginning of queue and asked person "would you let this gentleman through first" - of course said the person (can't remember he/she)
Elderly gentleman got to the front - done his business - he was sincerely not well. Another 4 people in front of me were dealt with their business. I came out of the building about 15 minutes later and the elderly man was there waiting for me with a box of chocolates - thanking me for getting him to the front of the queue. I was pretty overwhelmed.
The moral of the story - you don't know the real truth so let it go.

having been manhandled in just this way on Manch Piccadilly concourse I can say with certianty they wont give a tass. Obviously in my case it was Network Rail
and yes it is possible if you are half blind not to see a notice or not think the writing on the notice is relevant
You have an address - and remember that there would be CCTV - but it will be wiped in thirty days
from what you say - you dont have a right to the CCTV ( data access request ) but those investigating the complaint ( hahaha! ) would.

Where abouts did he grab him?
I read somewhere once that anything between the finger tips and elbow is not considered harassment etc unless it was done maliciously of course. Can't remember where I heard it though and it might be more to do with sexual harassment in the workplace, but still.
I'd be more inclined to complain about his attitude in general really and being rude to that man or mocking him.
