as I remember answer to 9 is "draw",

hence 9 circuit = draw ring

= tie ring

= piling it up

sgeandhu the answer to 9 was Eastern.

As the clue reads IT must be reversed (up) on 9 (Eastern) circuit (ring) to make Piling !
