I have had new double glazed windows put in (free, as it was a ex council house) anyway I stay on the first floor (shops below me) my mate who is a window cleaner always cleaned them, he has emigrated now so I went to do them myself but they do not open inwards and there is no way to wash them from the inside, should they have used this type of window on a first floor flat? Do I have to go to the expense of hiring a window cleaner now.

You could have had windows that can be cleaned from inside, but this is something you would consider at the time of purchase. But as you didn't pay for the windows, the council made the choice for you .. you cant really complain ?
