Personally I think it will cost him customers.

I wish I lived in Halesowen, then I could boycott his shop.

His shop his rules, having said that he would only try it on with me once, he would fail and I would not go back no matter how convenient the store was!
To be fair, using cards does cost the shopkeeper. My local chemist will not accept cards for any purchase under £5.
I suspect the shopkeeper knows the difference between his regular customers, who may drop in for a paper every day, and those who only call in to get change for parking. The latter are, almost certainly, one-offs and he won't care about losing a small one-off sale. The former, I expect, will still be given change.
If this statement is true, he doesn't need the custom - small purchase or not.

Multiply that up and he's turning away a lot of small purchases.
100 people buying a 60p newspaper with a fiver, that's a lot of change to carry from the bank.
Well hopefully he'll not have the problem any more.
Looking at the picture I think he wants to move from the news to the booze trade.
He should Ask his barber, theyre overloaded with change from tips
he should see these customers as impulse purchasers, not a nuisance
If he can afford to turn down 100 purchases (even small ones) then he must doing well for himself.
