my friend has athai partner who has lived in the uk for 3 years.her passport runs out in september is she eligable for a uk passport?

Sorry but no. Only UK citizens can have UK passports. You don't automatically get citizenship, it has to be applied for and can take years. The only thing to be done is for your friend's partner to contact the Thai Embassy and renew her passport before it runs out.
