but the (down) i can almost tolerate on the seat

why can't they try lifting it?
not mine ice.....my loo roll holder has a stainless steel flap on it so when you pull the paper upwards from the front it tears off on the metal.........well I know what I mean....
Can't understand why they don't clean up after themselves! It's an unwritten rule in our house that the guys leave the loo clean!
