On Windows Vista, how does one copy a DVD onto the hard drive so that one can then put it onto a blank DVD disc?

You need a DVD decrypter. The I use can be found here http://www.dvddecrypter.org.uk/
Or a program like Nero will copy a DVD.
will decrypter work with vista?
Don't know Whickerman, I'm still on XP.
me too - but dvd shrink and dvdfab won't work on vista. Seem to remember being told it's designed to prevent decryption...
