removable usb flash drive will not format

I have a new usb 8GB removable flash drive but I can not format it, if I go to computer management and try to format it it just says at the end of the format the format did not complete successfully....

can any tell me the difference between DVD-R and DVD+R and what you would use them for or can not use them for I know that DVD+RW are just rewritable disk what -/+R I have no idea
