does a region code apply on a DVD ROM as well. for example will a DVD from canada play on a DVD ROM from Pakistan or does the DVD ROM has to be from CANADA as well

Yes but but you can change you regional code on you pc, but only a couple of times. but there is software out there that makes it region free.
