There is a burning smell coming from our Samsung upright vacuum cleaner.
Can it be repaired or is it for the scrap heap?

How old is it?
Sounds like the motor is burning out. Bye bye time.

We inherited it from a previous tenancy three years ago just after it had been PAT tested and certificated.

David, thought so.
Could be hair trapped in the brush that is jamming it and causing friction. Have a look underneath and cut any hair out. My Dyson was always getting stuck.
Probably a toy mouse that you threw for your cat, stuck in the workings.

Hmmm, a treasure hunt?
Can it be repaired?........Probably.
Is it worth repairing?.....Probably not.
maybe it's just the belts gone, if it has a belt.., they are cheap, on ebay.
PAT testing only deems the item fit for purpose at the time of testing. It is no guarantee of longevity.
If there is any sort of blockage, your motor will overheat and cause a burning smell. It could be the motor brushes that are worn down and this could cause arcing.. This of course will smell of burning.
As previously stated it may well be the motor itself, in which case it may well be time for a new vacuum.
If the smell isn't from the motor then it's most likely from a slipping drive belt caused by the brushes getting jammed up for some reason.
I'd go with cloverjo's suggestion - hair gets wrapped around the ends of the brush where it rotates against the body of the machine. If you can get the brush-roller out and clear the hair off the ends it should cure the problem.
How many cats do you have?
