Hi Caran - he needs to left-click the "4 Windows" style icon at the far left of the taskbar at the bottom of the screen.

From there, click "Settings" then in the large window that opens, type "Control Panel" in the box labelled "Find a setting" at the top right.

Options will open on the left as he types, the Control Panel should be the 1st option available.

The other option is (after clicking the Windows button in step 1 above) to click "File Explorer" & navigate through to Control Panel from there.

HTH
If that's ^ no good, I'm afraid you'll have to wait for help from another quarter as I'm off to my pit to be up at sparrow's f@rt to try & get a plumber...
Before I go, just realised the File Explorer icon might be on the taskbar already. I can't remember if Windows puts it there or if I did it...

Good luck, night :-)

He can't get on to anything. He's going to leave it on overnight to catch up with anything.
This is probably too obvious but has he tried pressing the Windows key on the keyboard (which should do exactly the same as clicking on the Start button anyway)?
Try typing 'Control Panel' in the search box
Right click on the windows icon bottom left of screen, then click 'Control Panel'
hc - of course! I don't have to go in there often so I forget the easy options :-(
