Mobile phone on roaming

I have an unblocked Alcatel android (not available in UK) and works fine on orange sim exceot it is constantly on roaming! I have been to Orange (EE)a 3 times and they say it's fine, I get up the road and I'm on roaming again which I cannot afford, anyone got any ideas?
