paying for a letter with no stamp

postman has just put a card through my door saying i have a letter that hasnt any stamp on it so if i want it i have to pay £1.19 for it, that nearly 3 times the price of a stamp, im not desperate for post!

We get them at work all the time and I have to pay for them because I need to know what they are. Usually hotel receipts but it's frsutrating because once they have shown you the envelope they deem that as you accepting the letter so you have to pay it. You can't just look at it and say no, it's just junk mail I don't want it.
