That website gets my award for the most amateurish website of the month. It follows the pattern of many 'dodgy' (usually China-based) websites but, unusually, doesn't even mention prices or payment methods. If it's actually produced by a UK-based company, it's breaking UK laws by not providing a postal address (or it would be if it was actually inviting payment for anything!).

No reputable company actively seeks to hide their identity but a 'whois' search shows that the the domain name was registered through 'contactprivacy.com', which is a Canadian firm used by people who don't want their contact details known. Interestingly though, it was actually registered with a UK domain name service, 123-reg.co.uk (which tends to be used by individuals creating personal websites, rather than by bona fide commercial companies):

The website has (allegedly?) been designed by 'Red Noise Media' which, apparently, is a Manchester-based web-design company. Well I certainly wouldn't trust any web-design company has this for their 'about us' page!

However they might be the only people (or, I suspect, 'person' since it looks like a one-man amateurish business) with knowledge of who is behind Maxxdigital.tv. Try these phone numbers in the first instance:

If Maxx Digital owes you money you might need to contact your local Trading Standards department to report them. If they don't, I wouldn't touch them with a bargepole!
