Why is Radio2 newsreader Fenella Haddingham never on morning news/travel/banter duty unless Terry Wogan is away?

I have sought guidance from none other than 'Deadly' Alan Dedicoat' Radio 2's senior announcer.
He says: 'It's nothing personal just sheer numbers. As people send in material to Terry about the newsreaders, he has to put it to one side if that particular newsreader isn't on. Originally he had six on his newsreading team so we've cut it back as it was taking too long for each announcer's time to come round. Fenella and Colin get put on when Terry's away so they can share a little of the limelight as well."
