In the context of "off licence" the word "licence" is a noun.

It is a licence which permits off sales.

Take a look at your "Driving Licence".

It will be inconvenient if the DVLA has issued 30 million Licences, all with typos !!!

The "c" becomes an "s" in the word "licensing", yes.

So a Licensee, who runs an Off Licence, is licensed to sell alcohol.
In Ethel's big paragraph, the spelling ...

... is correct.
well when I looked it up in yellow pages its under off license. Is it that big a deal jogger?
