At ground level.
Well, if you've just fallen out of a plane, it ENDS at ground level
Ha! I hadn't thought of it that way.

I suppose that, provided you're looking at the sky, it starts at your eyes.
I suppose you could call it, anywhere above your local horizon.

I suppose it's just one of those question, isn't it... like, where does your lap go when you stand up... or, if you only have one of them, why is it still called a television set... or is Hell exothermic (gives off heat)? Sky is the expanse of air over any given point on the earth and the upper atmosphere as seen from the earth's surface. I don't think there is a distinct start/finish to it...

the sky in my house starts at the dish then is piped into the tv and then into my eyes.
