Why can you not read George Washington's farewell address and answer the question? What is stopping you from doing that?
Asking a question about American history on a UK-based website (where most people have very little interest in, or knowledge of) American history might not be the best of ideas! (We're also not too keen on doing people's homework for them either!)

Take a look at the paragraphs that start with
"Promote then, as an object of primary importance . . . "
"Observe good faith and justice towards all nations . . . " and
"Harmony, liberal intercourse with all nations . . . ".
They should provide the basis for your answers.

For heavens sake - do your own homework.
Harmony and liberal intercourse between nations they cant even agree across states. The Constitution is a dogs breakfast of outdated ideas which need updating and adjusting for a modern world.
