When determining the percentage of germination from a seed sample, what percentage germination indicates a certified seed was used?

I Googled for a while when this was asked last week and drew a blank - hope someone else can help.

Is there some information missing here? e.g. does this question appear under a section relating to a specific plant species?

I ask because the germination standard varies across species. So, for example, it's 75% for most grasses but 80% or 85% for others. There are different figures for crops such as sugar beet and fodder beet:
