I've encountered crosswords where the across clue has 'ü' in it but the down clue which intersects at that point only has a 'u' in it.

Similarly I've seen crosswords where a word like 'mañana' has a crosser, intersecting at the 'ñ', which only has an 'n' in it.

So it appears that many crossword setters regard 'ü' and 'u' (as well as 'ñ' and 'n', etc) as being the same.
