"A camel is a horse designed by a committee." This quote is from Sir Alec Issigonis, the British designer, and means that committees are not very good at producing anything truly well-planned.

"A camel makes an elephant feel like a jet plane." This quote is from Jacqueline Kennedy and - I guess - means that travelling on a camel is unpleasant and slow, whereas going by elephant is comfortable and stately.
