For a decent system with all accesories you will be looking at around 350 - 400 (Obviously depending on spec but this is about a minimum). If you are familier with all the basic componants the building shouldn't be too much of a problem. The motherboard handbook should explain all you need to know. Nowadays there are no jumpers to play with on the boards so it is much easier. Good luck.
Funnily enough I was trawling round my local PC shops yesterday so I can give you a rough idea of prices using the cheapest available in myy area as a starting point (you may find cheaper sources online like DVD target=_blank>http://www.dabs.com):

DVD Burner - Lite On LDW451 - 75

DVD Rom - 20

Hard Drive - 120g 7200rpm - 55, 200g - 99

Motherboard - Athlon - 50, Pentium - 70

Case - 30 to 70

CPU Athlons - 2400 XP - 50, 3000 XP - 115

CPU Pentium - P4 2.6 - 119, P4 3.06 - 168.

You can tally up from the above and decide what else you may need or not like keyboard, mouse, floppy, modem, USB card, firewire...but they are all very easy PCI slot in cards...the trickiest part of any PC build is the CPU into Motherboard then Mobo into case right at the start as any mucking up of those connections will ruin the whole thing...If you'd like an online step by step guide then there are quite a few.....give these a click:

Those should get you started.....Google if you need more info and you'll find it out there.
