Quickly Googled Chote, only saw one Englishman with the surname Chote. Wiki doesn't give the background to the name, but it doesn't sound English to me
I wonder if it's a corruption of Choate http://www.houseofnames.com/choate-family-crest

Robert Choat, the economist, was on television this morning and it struck me that his name was an unusual one. But not as rare as I'd thought, apparently.
They would seem to like coastal areas with major ports accirding to the map in the link kindly supplied by boxy, so could well be a corruption of a foreign surname. Sounds slightly Indian to me.
Maybe I imagined it, but I think I saw that name come up in Brasseye.
