Why?

I know it's only animals but what would have made him do this.
I would be asking some serious questions of the parents. What could possibly be going on in his young life to drive him to do this?
Or is it just possible that he is just a nasty little ratbag who will go on to bigger things when he grows up.
Can children be born nasty or are nasty children the product of their parents?

he needs a kick in the hole and fast.

He's too young to prosecute, but if he was mine I'd march him to the police station and have him locked in a cell for the night.
When I read it in the Australian press this morning I thought it is possibly the worst news I have seen for a long time.

For a 7 year old to behave like this there must be something very wrong somewhere.
I agree its shocking, but surely, you must look at the cause, he's either got a mental handicap of some kind, or as seems more likely, terrible parents.

His home life needs looking into.

If your read my post thats exactly what I said.
It is more likely to be down to his parents in either instant. I like to believe no one is born bad but even if he has a mental problem what were his parents thinking letting him wonder round on his own.
Basically, I agreed with you tigerlilly, whatever the boys problems, it has to come back on the parents.
Torturing animals is a classic early behavioural trait in someone suffering from a psychopathic disorder.

Let's hope his parents get slapped with some sort of fine / punishment, but also get a compulsory order to put the kid into therapy, pronto.
looks like the parents are to be sued.

Yep I think he may need it.
The thing is I can remember kicking my friends big brother when I was about 7 cos he was throwing a little mouse at their cat so the cat could kill it.
He grew up to be a vet. So I guess there maybe no telling just which way some one is going to go some times.
