Most women, I would argue, have been on the receiving end of uninvited attentions, they know the difference between intent and spontaneous exuberance, and most have the common sense to know how to react to each. Men who hold the opinions you hold about things like this make me glad that, in today's world, I'm not a man. I genuinely feel sorry for them.
Yeah, it's the women who are the recipients of unwanted sexual attention on national TV, while in a vulnerable position that reduces their ability to respond the way they'd wish, who are the real criminals here.
Rubiales not apologising is only one of the problems here -- it was also his cynical and disgusting attempt to throw Hermoso under the bus, accuse her of lying, etc etc. Defending him, as some here are doing, is a gross miscalculation.

Naomi - I know from long history that you have a robust sense of self awareness, and you would have shrugged off the incident had it happened to you.
But I believe any and all women have a right to call out boorish and inappropriate behaviour by men in public, and simply feel obliged to shrug it off because 'that is how men are sometimes'.
That attitude is never going to encourage men to behave properly and with respect.
The incident would not have upset and embarrassed you, but it did the lady in question. And she has a right not to simply brush it off because others see it as trivial.
