Not in the slightest, teen vaping needs to be addressed. Mark my words, one day they will turn round and say vaping is more dangerous to health than tobacco smoking,

This is a Department of Health initiative. As far as I'm aware they don't deal with the issues you mention, gromit.
er - the Gov operates in several different areas. I guess the health of young people is of concern to one of them?

Tobacco harm reduction encouraging adult smokers to use e-cigarettes is supported by the UK Government, the MHRA and NICE, as well as by leading UK health organisations including ASH.

Do we need to spend £s and resources on enforcement squads made up of trading standards officers to carry out test purchases and clamp down on shops selling vapes to under-18s?

It might - but they would have to be able to afford them. They're very expensive now - £12 or £13 a packet?
The law is already in force - it is illegal selling that is going to be cracked down on which you would have known had you read the article.
As there is a war in Ukraine they should concentrate on that and ignore me if I rob the local shop.

Vapes are expensive too. A young friend of mine spends £100 a week on vapes.
I just can't fathom why anyone uses these disgusting cloud generators unless they are trying to give up smoking.
Where does it say that the Government is dropping everything else to focus on teen vaping? This is just another serious matter that is being dealt with along with those that Gromit states in his question.

on a more shallow point ,should the headline be "nothing" to do or "anything" to do, always been a quanrdy to me
I guess they should be capable of doing more than one thing at a time, and dividing up available time & other resources appropriately.

They should be simply banning vaping for all. It's antisocial so trumps personal freedom; and it took long enough to curb most smoking without allowing evil folk with an eye for profit just to move in with something to fill the gap.
