I cannot work out from this story who anyone are or who they represent. They are councillors but for what party, the report doesn’t us. And the nursery owner, is she Persian or summat.
Then there is the Care Inspectorate ?
Are they local authority ? Whose authority, SNP/Labour/Tory ?

Makes absolutely no sense unless I know who all the sides are, and the linked repirt tells me bobbins.

He is the Scottish Health Secretary, SNP, she is a local councillor, most likely SNP, for some part of Dundee

"these people" has been adopted as a trigger phrase rather than just meaning 'these people, those ones over there' in my humble opinion.

It's been a staple of US dramas for years when folk hear what they want to hear.
