Or is it just a simple anomaly that can be explained by the prominent anti vaxxer ?
Did another of his team make another admin error on his behalf ?

Neither him nor any of his team were available to explain the discrepancies

Oh I never believed he got covid when he claimed. That's why he was out and about at that time - he never expected it to be scrutinised.

Frauds too easy with these tests anyway.... get someone else to do it, or use one of those firms that produce bogus forms.... i read about a solicitor here where inspectors found loads of partly filledin forms they were selling for people flying to I think it was Pakistan

That puzzled me also. The obvious explanation is that they didn't bother to check. Or they did they but couldn't be sure.
