One of the Parole Board should be compelled to take him in as a lodger.
I can't say I agree with the death penalty, even in such cases. Life imprisonment is often considered a worse punishment anyway (remember Ian Brady attempted to barter information with the authorities if they allowed him to kill himself. Sensibly refused imo).

Yes, if it IS Life.

Too often these days it is not and sentences seem to be getting shorter even for heinous crimes. I favour the death penalty because it stops the bleeding hearts letting them, out
the point is they are going to let him out, why is my question,

Who would have guessed it? I should think that most people, whether incarcerated or not, would "change considerably" in 45 years. The Parole Board should be renamed the Board for the Bleeding Obvious.

The wonder here is not that he is being released but that was not released much sooner. The "tariff" for his so-called Life sentence was just 20 years.
Because they've somehow convinced themselves that he isn't a threat - and prisons are seriously underfunded so they are probably eager to free up a space.

Of course, psychopaths are often highly adept at convincing psychologists that they are rehabilitated. And even if he's genuinely reformed (as if), he then presumably wouldn't want to reoffend purely so that he can live out the rest of his days peacefully. Which seems remarkably unfair on the three children who never got that chance.

...as if they're talking about someone with a bit of an anger management issue that lost his temper once and swore at a traffic warden.

He strangled one child, cut another's throat, beat a third to death, and impaled their bodies on railings.
Unbelievable.

Somebody must have signed a document allowing this release; why are people such as this not held responsible if further offences are committed? I think if the signatories were open to be punished in such cases, far fewer people would be released on parole.
In fairness, I would not want the job myself. In this case it's obvious that it's a bad decision but there'll be hundreds of more ambiguous cases where the board just has to go on their best judgement. These people do fundamentally want to keep the public safe even if they have massively screwed up this time.
He is now in his late 60s. If he is released and his identity becomes known I wouldn't bet on him reaching 70.

Although obviously a consideration Krom, it seems to be down the list of priorities more often than not. Their main concern always seems to be doing the right thing by the offender, rather than the victims (not just the ones that died - there are many more ) or the public in general.

I wouldn't have too much sympathy for the difficult job they're doing either. It's not like they're front line social workers dealing hands on with 'troubled' people. I should think they sit in cushy offices, having case review meetings and reading and writing reports for the most part.
