I would imagine it is because they know the ID of the attackers (probably from CCTV) and do not want to give them time to 'do a runner' before they arrest them.

If you look at reports from Germany, they do report that attackers are migrants/refugees/Afghans. Unfortunately there have been many crimes.
So I don’t think that the charge that the aithorities are covering up is true, because similar attackers are identified.

The Germans do not as a rule conceal attackers’ identities. In the case of the British Student victim, information has not yet been divulged, but that is probably for some legal reason, like the suspects have not yet been charged, or is still under investigation.
