Although NJ makes a valid point and we all know that the motive for the attack was inspired by radical Islamists,I am more interested in AB'ers perceptions as to the original question as to whether it is acceptable,under any circumstances,to take selfies and appear to enjoy oneself?
There is no 'solemnity test' and obviously some Americans are going to react against tourists who appear to be disrespecting the site.Obviously,this is open to interpretation and an open-air site is far different to the original example I mentioned where the Auschwitz Museum has very strict guidance as to behaviour.
In this case the stag party members were spoken and I would imagine the Ground Zero site is a tricky area to police.

In answer to your original question...yes, it's wrong. Or rather, it's wrong in our collective understanding of what a place means.
Just like it's wrong to walk through a graveyard playing loud music through your phone or it's wrong to tap dance down the aisle of your local Sainsbury's during the two minute silence on Remembrance Day.
It's just...wrong.
However, conversely, it's not necessarily wrong to make jokes which are based around tragic events.
I remember one that Joan Rivers made about 9/11 in 2004. It was interesting to see how people reacted to that, because whilst she was condemned by many, a lot of others thought of it as cathartic.

Strange. I know it was 15 years ago but I seem to recall the responsibility for the creation of “Ground Zero” (mentioned in this question) rests with a bunch of people who carried out their deeds in the name of Islam. In Honolulu there is a monument above the wreckage of HMS Arizona to commemorate the attack on Pearl Harbour. Perhaps you should ask some USA citizens whether or not that has any connection with the Japanese.
Instead of answering agchristie’s question with a straight “yes” or “no” I thought I’d expand a little. So, no it is not acceptable in my view but fortunately my view doesn’t count for very much. In some countries the views of a few individuals does hold sway hence the reason why I made the connection. Sorry for being so flippant.
