Wouldn't help a great deal if it had been stolen though, would it fender?
They would use existing techniques to try to discover who it was, and most likely wipe them off the face of the Earth. In the meantime the services would be busy trying to clear up and care for survivors. It would concentrate the minds of all world States to cooperate.
Retaliation in kind is unlikely. Terrorist groups, by their nature, tend to be amorphous, operating from within the cover of civilian populations with no single base of operations. The political fallout (pun intended) from killing large numbers of civilians by retaliating in kind would be unacceptable.

Nukes have a kind of "minimum size", due to the required critical mass and all the mechanism required to make it go off. The Trinity test device and the Hiroshima/Nagasaki devices are about as small as it gets. So a vehicle capable of shifting a 6ft sphere, weighing a ton or two, would be the minimum. No drone can lift that much, yet and any truck has to make its way here without setting off detectors.

Hence the emphasis on a dirty bomb. The question, there, is "do they want to wait 25,000 years to be able to claim any landholdings in the target zone or not?"

More to the point, where is their food coming from, right now? Who, in their right mind is still farming in Syria and Iraq?

That's a pretty big "if". Particularly the climate change part. However, a "dirty bomb" could realistically only wipe out a very localised area - thankfully. The surrounding buildings and infrastructure make a truly devastating bomb impossible.

The atomic bombs at Hiroshima and Nagasaki were so devastating because they were exploded around half a mile above the cities - their detonations were largely unhindered by the presence of buildings and other infrastructure. If such a device were to be detonated at ground level in a heavily built-up area, the devastation would be substantially reduced.

While the risk of a devastating dirty bomb or even an atomic one is alarmingly likely, the resulting damage wouldn't and couldn't be anywhere near the scale of a Hiroshima / Nagasaki.
Why bother devastatingly destroying everything? Just place a gallon or two of the latest most powerful toxin into all the major reservoirs; sit back for a while; and walk in, obviously with a huge supply of Perrier water, and take over whatever allah decrees that you must.
Iran (Shia) has nuke enabled, albeit subject to US sanctions. ISIS (sunni) hate Shia & have Iran top of their hate list, vice versa. I think we are safe so long as we favour Iran.

good points hypo but your major error is gifting these people with rational thought. They would see it as striking the infidel above all else. If they could build and deliver such a device, it would probably be Israel they'd use it on and them Israel and the US would turn the middle east into a sheet of glass. They know that but they'd still do it. That's why they lob a penny banger over the wall and get their town flattened regularly. They know it will happen but they have no rational thought processes.
