The IRA had a few adherents as operators at the Police National Computer didnt they ? The case about just looking at car numbers and not doing any thing else ( like noting them down or telephoning someone about them ) went to the House of Lords, didnt it - retrocop may be able to help - held not be a crime so long as they didnt act on it
