maybe. They fully expected to find him electrocuted. And yet... he wasn't there. So maybe he'd thought about the risk and taken precautions, and wasn't so stupid after all?
A rather telling phrase in this report:

"Our initial inquiries are to ensure the safety of the person responsible"

So says a representative of today's police "service". Of course their first priority should be to apprehend the inconsiderate scroat who jeopardised the power supplies of hundreds of people and industries and hauling him up before the Beak pronto. The fact that he might have suffered self-inflicted injuries whilst laying his filthy hands on kit that does not belong to him should be the very last of their concerns.

Aah bless. It's not just that they want to arrest him - they're concerned about his health. The photofit probably features someone with wide staring eyes, a sooty face, and hair standing wildly on end.
NJ, I expect they'd prefer him to be alive when they arrest him, hence the "initial" concern over his health.

They probably were. I wonder ... hmmm ... is it possible, do you think ... that more than one person was involved? And, if so, that those that weren't killed took away the bodies of those that were?
Not stupidity, simply greed! It's happening more often up here now as the law changed in England about the selling of scrap metal, making it more difficult to sell stolen metal, sadly the Scottish government did not follow suit and as a result these thefts are increasing in number
