Re: percentages - are you talking about the percentage muggers who are black compared to the total number of black citizens, and then comparing that percentage to the percentage of white muggers?
That might be interesting, but you would have to set control mechanisms in place. For instance, it would only be fair to compare those stats in economically similar areas - say take the figures for Paisley, which has areas of serious social problems with, say, Lambeth, Southwark and Tooting.

I was referring to the cartoon why portray a white man as a mugger, why not for the sake of race equality, give a black man a chance?

Perhaps we should be addressing what vulnerable kids and ex soldiers to stay on the straight and narrow, rather than becoming hung up on race and statistics.
If you want to simplify the argument (which is tempting, because it's an easy answer to arrive at), you could say that black people are more prone to criminality simply because they're black.
But if you believe that, then ALL black citizens should be criminals.
A more balanced approach would be to ask whether there are any other elements which influence whether a young black man turns to crime.
If you look at prison populations, you will see a high number of inmates from socially deprived backgrounds (no matter what their race). You will also see a large number of drug addicts.
What you won't see is a large number of inmates from privileged backgrounds. Put simply, if you go to a good school, live in comfortable accommodation and have access to private tutors etc, you are much less likely to have the capacity, or even need to turn to crime.
Simply looking at statistics determined by race is ignoring way too many other variables.
And so are ex-military.

That sounds like positive discrimation. Would you also agree that if a white and black candidate for a job were to be interviewed, and had equal skills and experience, the black candidate should be offered the job, simply because he's black?

Why bring the Military into it, but since you have it is a well know fact that the Military are not all white.
You put up a good argument but then I believe all species of man have inbuilt characteristics, such as Blacks are the best athletes, Whites are not so good but make better swimmers, Latins are more emotional, Chinese are more placid, etc etc.
So as well as having good characteristics is it not fair to say that some could also have the lesser acceptable characteristics?
Talk to any police Officer black or white and ask them who would be more likely to evade arrest by putting up a struggle a white man or a black man?
