What is this country coming to? Do they not have anything better to do with their time? Our country is becoming a laughing stock! At least they saw sense and dropped the charge but only after all the adverse publicity methinks!

I'd doubt that bodily fluids would qualify as litter.
There may be other laws against it though.

Spitting in the street is just disgusting. I remember some years back reading that there is a spot in Edinburgh where it is the only legal place to spit.

Hmmmm it's like those that park in no stopping at any time zones and then trot out with 'but it was only 2 minutes'.

At what point does litter exist if it is dropped onto the floor, a larger piece of cotton, a crisp packet, a can of coke?
