Why do the traffic officers always stop miles away from the incident?

Is it to divert traffic away from the incident and keep nosey folk away?

Yes, it's a warning signal that there is stationary vevicles ahead, a safety buffer in case there is fire or explosion and  should a vehicle ram in to the police vehicle it won't crash in to the stricken vehicle or it's passengers, and leaves a gap for other emergency vehicles that may have to stop. 

I do agree that their car provides a shield for the broken down car but I think the distance they use is a bit excessive.
