i have 2 p.cs ,both running on the same copy of xp , but both shut down differently ,one shuts down and powers off from clicking the red square, whilst the other one shuts down windows then tells me "it is now safe to turn of your computer" i then have to switch it off at the back.

so my question is how do i change this so the second p.c will shut down then power off completely.

help much appreciated.

It sounds like the 2nd PC does not have am ATX power supply which enables the PC to power itself off.  If this is the case your only option is to manually switch it off as you are doing.
IIRC this is 'advanced power management'. Go to 'Control panel', then 'Power options', click on APM tab and make sure the box is ticked. If that doesn't work then kempie could be right.

Again, I would agree with Kempie, especially if it will not power down from the on/off switch at the front of the case.

For anybody suffering general power-down problems in XP, you might find this page useful.
